I don't know much about Personal Oracle. However, here are steps that you'll need to setup the parallel record processing:

1) create a db_link for both databases, each pointed to one another.
2) create a trigger as you already know.
3) change the TNSNAMES.ORA & LISTENER.ORA on both servers

    to listen & resolve the SID.
You can try this on P-Oracle and let me know the result.
