ows 4.07 perodically hangs with ows-05102

I recently migrated my data from an 8.04 rdbms running ows 3.0.1.0.something on NT to 8.0.5 running OWS 4.07 on Solaris 2.6. Most of our setup uses DADs that do not store the username and password in the database (and therefore prompt for username/password). Everything works great. Except occassionally the server stops accepting any logins under any DAD from any user (it just keeps popping up the dialogue box). In the wrb.log is the following error:

04-28-1999 16:09:13 532943 myserver `PLSQL_APPS/pubp Cartridge` 1923 0 0x400fff `OWS- 05102: Initialization failed due to error -1`

Can anybody help me please?
