Developer 2000 creates a runform .fmb file as its product and not a standalone .exe file. To run the fmb file, you need the Runforms executable installed on the PC. Older versions of developer 2000 also had Mac versions, but I do not believe the latest versions are available for Mac.
In addition, Forms created by Developer 2000 are designed to work as clients connected to a database server. While a form can run without being connected to a server, they aren't designed to do so, and you wouldn't have much use for such a form.
