Weird ORA-12505 errors

Please help if you can. I have 3 databases setup on identical servers. I can connect to A, B, and C through SQLPLUS et al, and one version of our application. Using a slightly different version of the app, I get an ORA-12505 when trying to connect to B, but I can connect fine to A and C with this same version.

This has been duplicated from several client machines.

If this sounds totally confusing, then you understand my dilemma. Please offer any suggestions you might have.
