enter data via Master-slave Form of Oracle 8

I am an beginner of Oracle database.

Just create a Master - slave Form, e.g. The master table is "student" , and the slave table is "dept", It is OK when I check the data already inside there. However, when I try to insert new data, ( enter a new student name, address... etc, and enter the dept name and ID ) it made a product of 2 tables, that is each student has all the departments, just wondering how can I enter the data to this kind of form.
