Problem with OWS

Hello Experts,

i have a problem with Oracle Webserver . The installation and configuration are complete, the listener is is running, a new database user is createt, a pl/sql package was inserted into the data base (from the new database user). Security mechanism are not configured.
The new database user is a DBA-User.

When i connect the packege from a html-page, print oracle the follow message :

An error occured while the cartridge performed authorization check
