what does this mean: Message file sp1<lang>.msb not found

I get this error when I try and open SQLPLUS under Win98. I updated my OS from Win95 to Win98 and now I can't get this to run. Suggestions? Received on Thu Feb 25 1999 - 00:41:57 CST
