Oracle7.3 process hanging 450MHz NT box

I have 4 instances running on a 450MHz NT box. One in particular is pegging the cpu at 99-100% and staying there from 15 minutes till we reboot. I have procedures and sql loader running at night. so there is no OLTP going on other than querying the db via views.

Any suggestions or comments?
