error 12203

I have a problem to test connectivity of a user created by me with oracle 8. SQL Plus gives me the error 12203 (TNS problem) when I try to login. I have change the tnsnames.ora file to add a section for my host. the port number by default is 1521. is it the problem ? how can I know the value of the port used by oracle ? Thank you for your help.
