OEM launching Dial-Up Networking

Ok, so here is a stupid question...

I cannot get Oracle Enterprise Manager to connect to my 8.0.5 database without first connecting to my ISP. That is, when I enter the information in the Login Repository Information screen, I am immediately prompted with my Win95 Dial-Up Networking screen. If I do not connect to my ISP, I get a "VOC-0002 Internal Error: Failure to obtain interface (login)" error. Otherwise, when online OEM functions perfectly. Needless to say, the Oracle database is in the living room on a private network IP address.

I figure it is a problem with my Win95 network settings, but I can't figure it out.
