Probably due to the way the 16 bit DLLs work and how the driver was
implemented. There must be some global connection data in the 16 bit
DLL - which in the 16 bit world means it is shared by all processes
using it. The only thing to try is to use the latest version of the 16
bit Oracle driver and see if they are no longer doing this.
