Though I'm *only* a student, I could contribute here based on my experience with the same error message.
I got this message repeatedly while trying to run P.O. 8 and DEV. trial versions on my home P.C.(Basic Pentium/WIN95 set-up). Connor's call on the SQL*NET is correct- but the fix seemed to vary amongst my other friends with the same problem, and myself. Here's my fix (remember, feel free to play with it yourself):
Now, some of my friends succeded without that install order; But basically, you'll have to play around with order of install discs and which NET files to kill, which to keep. Some are needed,some not.
My best theory on why this is needed is that Oracle is looking for a network, but finds only your *workstation* and feels kinda lost (Boo, hoo, hoo). : - )
