Regarding your question about the PL/SQL toolkit: It's not part of the 'OAS Manager' app, but is in the 'OAS Utilities' app. It's under utilities / install / PLSQL toolkit. I've installed 4.0 a few times recently, and haven't had trouble with this part.

As for the startup sequence, the nodemanager has to be up first. All you should need to do is:

owsctl start -nodemgr
owsctl start

When you have trouble with the admin page, do you also check the status of the nodemanger with "owsctl status -nodemgr"?
