Products in the Business Rules category are ideal for this task. Companies such as Neuron Data (they use Java as their development platform, see http://www.neurondata.com) or ILOG (C++, if I recall correctly) offer tools that would let you do what you have in mind in Oracle and/or other databases.
Microstrategy (http://www.strategy.com) offers various products that, based on simple rules, will generate alarms that could be mailed through the system.
My own company, Business Logic Systems (http://www.blogicsys.com) has a few technologies that describe how a mainly forward-chaining (backward chaining is also possible but less efficient) but heavily extended expert system may be easily stored in any database with added benefits such as much quicker (and simpler) applications development, and alternative ways of querying data in order to immediately find most relevant data items.
