Maybe the ALL_, USER_, and DBA_ apply to objects only. As you cannot look at other's privileges because there is no 'GRANT SELECT ON <priv>...'. There's no need to look into other's privileges than to 'have' (been granted) these privileges

And I think the naming convention doesn't apply to privileges, unlike objects.
