Help with error 'SQL 2113'

We recently upgraded to Oracle 7.3.2.3.  Sometimes when some of our embedded
Fortran/Oracle routines execute, we will get the error message 'Unable to open
message file (sql-02113)'.  The routine appears to complete sucessfully.  Does
anyone know what this message means and what do I need to do to get rid of it?
