Email procedure and externals needed

We've been looking high and low for a method to create and ship a simple email 
message based on a database trigger. It looks like a PLSQL procedure is needed 
with an extrenbal C program and a sendmail tool. Does  anyone have any or ALL 
or these components that work on WinNT?
