ORA-01653 = SQL Err 21653??

Hello all,

We are using Oracle 7 with SQL Windows.
We encountered "SQL Err 21653" on the
front end. Afterwards we know that
the error actually corresponds to
ORACLE error ORA-01653 (21653 - 20000)

My question is whether it is SQL*Net
or SQL Windows (or anything else) who
adds the 20000 to the error code? Is
this a general rule for other Oracle
application?
