Problem with operfdll.dll

We have an Oracle (7.3.4) installation and are getting lots of events
in the NT Event Viewer, saying 



'The open procedure for service oracle 7 in DLL operfdll.dll  failed
Performance of data for this service will not be available status
code'



Anyone know what this means?
