IMP-00038 error on IMPORT

I did an ORACLE export on ORACLE 7.3 on the mainframe and downloaded the DMP file to the PC as a binary file. When trying to IMPORT the file, I get IMP- 00038 invalid character set handle. From past messages in this forum I have gathered that this may be due to a setting of the NLS_LANG environment variable. But how is the NLS_LANG environment set,( besides in the ORACLE.INI file), under windows 95? The person responsible on the PC insists that the NLS_LANG has been set, but he still gets this error.
