URGENT Cannot Find Specified URL

When I connect to a database via the Web Browser I get the Message (The Call is http://server.domain.com:8889/xx/plsql/user.package.procedure):

The specified URL cannot be found.

the package and procedures for user exists and can be executed via SQL Plus. The executive right is also granted to xx
