Oracle Financials v10.x character mode uses SQL*Forms 2.4 Oracle Financials v10.7 GUI mode uses SQL*Forms 4.5

Yes you can integrate your custom forms with Oracle Financials. You will have to get the version of Developer that comes with suppor for the Financials user exits packages and procedures.
As I understand it the NCA (what you refer to as Java) uses the same forms as the Smart Client (GUI) forms. The web/java server will do the automatic conversion for you.
