Using AIX C app to access Exchange...Help?

I'm looking for a solution/architecture that will allow me to write a C application (Oracle ProC pre-compiler with C for AIX 4.3.x) on an AIX UNIX box with the following requirements:

1. Runs on AIX 4.3.x for UNIX on an RS/6000 SP server; 2) Queries an Oracle 8 database and selects table data (multiple rows with three columns: email address, subject text, and body text); 3) Somehow gets the individual row data to Exchange to form outbound email messages; 4) Exchange sends out the messages.
