In 8.0.5, see dbms_random, created via the dbmsrand.sql file in /rdbms/admin. For versions prior to that, I created one, see pages 149-159 of Oracle SQL & PL/SQL Annotated Archives, ObDisclaimer. There are others out there as well, search a few FAQs.
