utllockt.sql

Hi everybody..

I have been unable to run a utllockt.sql script to check whether there are processes that are waiting on others because of the locks. The error I'm getting is that the table dba_locks can't be found. Indeed I can't find this table in the database. Is there a special script I need to run to create this table?
