Default database on NT Oracle 7.3?

Hi,

I just installed Oracle 7 (.3.4?) on NT and I am trying to create a database as "system" uid. It has the effrontery to tell me that I have "insufficient privileges". Balderdash, I am the administrator! I figured

that I would have "ROOT" authority. It will allow me to create tables, so there must be some default database already setup. I have gone through all of the items in the Oracle start menu, and they seem to indicate that there are no databases present.

I have also created a user and granted every privilege on the list (alter database included), but even as my new "super user", I can't create a database.

How do either find out the name of the existing, default database or create a new one?
