Try downloading a trial version of the PL/SQL Knowledge Base from http://www.revealnet.com It includes in-depth coverage of the Oracle Built-In Packages.

Alternatively, you can buy the new book "Oracle Built-In Packages" (Feuerstein, Bersniewicz, Dye) O'Reilly & Associates. It is available at the Illuminations Bookstore http://www.illumine.com
