ORA-12545: TNS:name lookup failure?

SQL*Net will not connect to the server. When I call sqlplus on the client, ./sqlplus system/pslay_at_V1_ALIAS

I am told
ERROR: ORA-06401: NETCMN: invalid driver designator

then prompted to login again. When I try to login I get this error ERROR: ORA-12545: TNS:name lookup failure

Any help is appreciated.
