25MB might be too big or too small for your database. It all depends on the characteristics of your database.
To answer your question, no...If too small, Oracle will complain in the alert<sid>log file and performance will be on a low end. I've worked with databases where, depending on the business needs of the database, I had redo logs of anywhere from 2MB-100MB.
