Opening a new window in PB doesn't create another session, unless you use
multiple Transaction Objects. You can limit a user to a maximum number of
connections using parameters in the init.ora file: license_max_sessions.
You can set license_max_users to limit the actual number of userids created.
Another option is to create user profiles and set the sessions_per_user
parameter.
