Remote SQLNET Install - How?

I need to have SQLNET installed in machines across the US. I don't really want to send the whole Client CD to each site. If I do then I have to worry about people installing the wrong stuff or stuff we aren't licensed for.

Is there a way to create a SQLNET & ODBC install job from the client disk. Ideally I would like to make a zip file available that people can download and run to install the product.
