you can get alchemy from http://govt.us.oracle.com/ under downloadable utilities.
It creates a pl/sql routine that can generate the same HTML as you fed it. It does not turn pl/sql back into HTML (although its easy enough to just run the pl/sql and spool the html into a file)....
