Is PC Oracle ostop73.exe anything to do with shutdown

In PC Oracle (win95) you get a little database icon on the right end of the control bar. This remains even when you exit PC Oracle. It can be removed by running ostop73 from msdos.

Does ostop73 have any other purpose?
Does anything else remain when you exit from PC Oracle apart from the icon, or has it in fact shut down completely? Is there any documentation anywhere on this?
