OCI80, SQL*Net, and Licensing...

I'm developing an OCI80 application. Is it possible for an OCI80 app to connect to a remote database via SQL*Net V2, or is having Net80 on the client mandatory? Also, can someone tell me what licensing issues come up when distributing an OCI application?
