Forms Help

I have Oracle Forms on my PC. When I try an connect to the local database I get a "12203 TNS:unable to connect to destination" error. I can run anything else like SQLPlus and connect OK, but not with Forms. Can anyone tell me what I need to do to connect to the local database with Forms? Thanks for any help.
