Field security

I am trying protect a field from being updated. There is a form level security which do not allow users who do not have "UPDATE" privilege to update the form. Somehow those users who do not have the right to update

the form still are able to update the the form. One particular has to be protected from being updated.
Anybody knows what the problem might be and how to solve it?
