Problem connecting to Oracle DB with MS ODBC

I have read several articles pertaining to this issue, yet none them satisfy my problem. I am hoping someone can help.

We are establishing a company intranet and need to test our ability to connect to our Oracle DB from our intranet server using ODBC. The Database resides on a DecAlpha and we are using SQLnet 2.3.4, Oracle 7.3.3, Microsoft Personal Server (for testing only).

For our test, we installed Microsoft Personal Server(with IIS 4) on an NT box (to simulate our main server)and used Oracle ODBC drivers receiving an OCA-30027 every time. Then we installed Microsoft ODBC drivers (part of the ADO download) and it appeared to be working. However we timed out when trying either ASP or IDC pages.

We are able to connect to the DB through ODBC using Access, Oracle, SQLPlus, but not when we tried ASP or IDC. It seems to hang, like it is trying to connect to the DB, then times out.

We are also using Front Page to create the ASP and ICD pages, but I don't think that is the problem.
