Granting Roles

This could sound like a basic, fundamental question, but here goes.

I have an Oracle User Account who will be granting roles to users. However, I want this account to only grant a subset of roles (ie: no DBA role). I thought about granting that account the roles with admin option. However, when it came time to revoke a role from the user, it failed. I don't want to use the grant any role privlege because this gives the account too mach power.

Any ideas?
