connection to Oracle8, using Dev/2000 tools

I can not connect to the Oracle8 server when I use developer/2000 tools. Errors are:
rep-o501 Unable to connect to the specified server ora-03121 no interface driver connected-function not performed

What can I do to connect to the server? Do you guys have any idea? Thanks in advance..
