To Colon Or Not To Colon?

That is the question...

In Forms 4.5 when I am referencing an itm on a block I use the syntax :block.item.
However, within a List Of Values I omit the colon. If I include the colon it does not work.
Can someone tell me when and why I need the colon or don't need it when referencing items in blocks?
