WEB admin listener out of control

We start the web request broker and the appropriate processes seem to fire up. We then start the admin listener which then takes up 100% of the CPU time. It does serve up pages, but we can't configure a DAD or PL/SQL agent
(we get an unspecified error). A review of the admin listener in Glance
(HP-UX monitoring utility) shows that it is spending all its time in a
"select" (socket) system call. It seems to be talking to itself!
