Oracle Experts!

Our company has out-sourced some development work and the firm has decided to use MS Index server to handle all Client connections & and authentication, this is then used as shared connections to the OWGS 7.3.4 Server backend. I am told this will cut the cost of Oracle licenses. Has anybody got any imput good or bad on this issue?
