Depends what the platform is ... on NT run a program called oradim73.exe (or oradim80.exe if you ar eon Oracle8); on UNIX, there is a password facility for controlling secure DBA logins to the instance. Look for a program in the bin directory with the text "pwd" in it since I do not remember the name off hand.
Look in the DBA docs for the remote login password file.
