Developer 2000 runtime on NT4.0 and 95

Can anyone help with the following problem ? I am not an Oracle developer but I provide support on NT, 95 etc to customers.
The customer runs an application with Oracle forms on Win3.1x, Win95, NT3.51 and NT4.0.
The application runs fine on Win3.1x and NT3.51, however on certain screens on 95 and NT4.0 platforms, the application hangs. This seems to happen on any 95 and NT4.0 machine within the company. To me it seems like an incompatability problem with the application. Any ideas ? I did not setup the Developer 2000 run time module on any machines, but is their a problem in running say 3.1x client on 95 and NT 4.0 ? I dont think it is a 95 or NT 4.0 installation issue because it happens on all 95 and NT4.0 machines. Is there some sort of known problem ? Can anyone help with this problem ?
