Problem: Forms Generator, Toolbars and Templates

I have the following scenario:

I created a Forms 4.5 Template containing a referenced window named CG$WINDOW_1, and a horizontal and vertical toolbar attached to this window.

I generate a module from Designer 2000, and the referenced window is created in the resultant form, but the toolbar information does not exist on the window properties sheet in Forms Designer.

However, if I then save the form, close and re-open it, the toolbar information now exists !

I cannot attach these toolbars to the MDI window, since the ultimate destination of these forms is a web based application.

Any suggestions as to what I am doing wrong?
