Informix -> Oracle

is there a compareable function in oracle:

1.) SQL
unload to <abc>.unl select * from abc load from <abc>.unl insert into abc

2.) PL/SQL
    fetch prev ....
      or
    fetch relative -x
      or
    fetch absolute
