Oracle Error (3123)

Hi,



I have Visual Basic application which is getting an 'ORA-03123 operation
would block' error from a select statement.  My Oracle error messages
book says 'Cause: The attempted operation cannot complete now.  Action:
Retry the operation later.'  Real helpful.



Can anyone tell me what this error message means and how I go about
fixing it?
