ORACLE ODBC error 80800 Call Failed

A colleague of mine got the above error during an insert of a record
from VB3 into an Oracle database via ODBC.  He cannot get any clue about
why it is happening.  He can insert the record directly.  He is using
Oracle's ODBC driver.  Does anyone have any idea what it means?
