Hello Yong,
in Germany there is the Oracle Customer Support on the Web. There we can find patches for all Oracle products. I'm sure that something like this exists in your country, too.
There is an address http://www.uk.oracle.com/ww/worldnonshock.html where you can choose servers around the world. I think you could find yours there, too.
