Accessing Table

I have problem accessing table that is not belong to me in ORACLE.
I can look at them by  using select statement.
But I can not put them into cursor....saying that I have not enough
privileges.


My account has programmer privileges and DBA privileges.
Any information at all is greatly appreciated.
